Didn't Naruto train extensively for everything he has minus Hagoromo's power up? Keep in mind that having Kurama's power within him always made things harder for him despite the benefits to it as well. Yet he still managed to acomplish things that was said to be impossible, like mastering Rasenshuriken. Don't really see how Lee can get that title alone.

Let's be real, Naruto only work hard to learn Resengan and frs. His other powers were nothing really without the toad beating him over the head or Kurama. So I disagree.
Is that it so he was a good student, Itachi is a true genius not because others said it, but actions to prove it. Sasuke has never been a character to move off reason, but emotions which caused him to be fooled by other characters.
So in a genius scale who does Sasuke surpass tbh based on feats neji would be higher than him.
Sasuke has been called a prodigy and a rare genius by the following:
- Jiraiya.
- Kakashi.
- Orochimaru and the man was called a "once in a life time" genius:

Feats? What are Neji's feats that even come close to Sasuke's? Let's count them:
- At the mere age of 12, Sasuke was able to trick and trap Orochimaru through a battle tactic that puts everything Shikamaru has ever done to shame. Every single thing.
- Without Sharingan, he figured out Haku's technique completely.
- He learned and mastered Chidori and weightless Lee's speed (something he hadn't even seen) in a few weeks only.
- He was several steps ahead of Deidara, who himself was clever enough to analyze and beat Gaara by devising a plan within a second or two. When he had no knowledge on Gaara's gourd abilities. He never even used C1 and C2 bombs and still made a chum out of Gaara. Gaara was humilated in the fight. The difference between their nimble minds was that big, when Gaara was on his home turf and had the whole desert at his disposal, and still he lost so shamefully.
- He figured out Izanagi right at the start of the battle when Danzo used it the first time, when it took Karin nearly the entire fight to figure it out, when not only was she a passive observer, but she was also sensing. And Karin is someone whom Orochimaru left incharge of an entire hidden compound. Hence, she's far from stupid. Even Itachi was surprised that Sasuke even survived it.
- He figured out how Madara's Limbo worked and created a counter in a second that it surprised Madara.
- Minato was a fan as well, given how quickly Sasuke grasped everything.
- How many times did Kakashi praise him? He was even praising Sasuke whilst he was training Naruto and outright stated that Sasuke was exceptionally talented.
- When Chee observed his masterful use of Enton, Susanoo and Genjutsu, he called him a "rare genius," given that he completely eluded and countered all of Raikage's moves that no one ever survived. Heck, bar Onoki (whom Sasuke never even engaged with), no Kage took him on alone. Not one. They all went at him in pairs and with a party attack and all of them failed miserabily.
- He had seen Kakashi's Fuin-Jutsu seal once in his childhood (when he was in immense pain and passed out immediately after) and he countered and reversed it without ever learning anything about Fuinjutsu; something that took Kakashi God knows how long to master. He had never dabbled in this field; not even in passing. Which character has ever accomplished that? No one.
- Without Sasuke's analytical skills, Itachi would never have defeated Kabuto.
- Mastered Susanoo to a complete version within a few hours; something that takes exceptional chakra control.
- He mastered Complete Susanoo (Perfect Susanoo) in a matter of hours after gaining EMS. Name one character capable of that feat that requires such intricate Chakra Control.
- He mastered several Rinnegan abilities in a few hours. Which character has ever mastered abilities in hours in the entire manga? Name one.
- Mastered Enton manipulation; something that led Tobirama to comment that he had never seen a Kagatsuchi that powerful. Heck, he created spikes, guard wall and pellets during his first usage. Yup, ordinary indeed.
- His Susanoo-Mezo and Bijuu Chakra control (a complete reversal of Sage's creation of Bijuus; something Sasuke had never even seen) was so impressive that Kurama was struck dumb as it had never seen anyone control chakra in such a manner since Sage of the Six paths.
- His final attack put two techniques side by side right in his single hand without combination. Name one character that has ever done that. One.
- He learned and mastered the Uchiha right of passage tech at a tender age of six all on his own.
- He mastered Fuma Shuriken art on his own with which he trapped Orochimaru in the forest.
- His Kenjutsu skills are unsurpassed in the manga and no one taught him those.
- He created all of his own Raiton attacks.
- Created Kirin; a technique that doesn't even require chakra as the body acts as a conduit for the discharge. Name one technique that even remotely matches that.
- He created seven Chidori variants.
- Is able to move Chidori's power scale up and down through fingers a la Third Raikage. Something Kakashi cannot even do.
- He's able to use it without the Sharingan as well. Kakashi cannot do this either. So, he created more versions and holds far more control and mastery over Chidori? It means that he surpassed his mentor at a mere age of 15, when the mentor was pushing thirty then.
- His chakra control is literally unmatched in the manga. The difference between his control and others is so immense that it's laughable as he's not only able to control normal chakra, but Bijuu chakra at the Sage of the Six Paths level as well. Name one character that even comes close.
At skill level and dexterity, Sasuke is head and shoulders above Itachi and Neji. Head and shoulders. At analytical level, he's right behind the former (as Itachi tends to be slightly quicker at analyzing things) and far superior than the latter. Itachi is simply a rarer prodigy. What are the latter's feats that appear more than a dot to Sasuke, let alone surpass him?
Itachi admitted he was a failure. Which means he was not moved by reason either. And who fooled Sasuke? Orochimaru? He sought him out himself. When he gained power, he flicked him and left on his merry way. Obito? Sasuke chose to attack Konoha. Completely justifiable. After he gained EMS, he killed all Zetsus and left him as well. Danzo? Sasuke asked him the truth first and then killed him. Who else? Sasuke is actually an opportunist and a bona fide, clever back-stabber. Not sure where you are getting this from.

Naruto's a genius in the sense that he works hard and is good at "feeling" things out. Sasuke's a more traditional genius in that he can learn things quickly without great difficulty.
