Hiruko was a white-haired man with red eyes dressed in an over-sized, high-collared coat wrapped with three leather straps. During his childhood, he wore a white robe and his hair was shoulder-length, and tied as a ponytail. As of the Third Shinobi World War, he was seen wearing a beige robe with red undergarments, and his hair's length has reached to his hips.
By the time he declared a Fourth Shinobi World War against the world, he took on a youthful appearance, despite being actually closer in age to the Sannin, due to the modifications he made on himself. Most of his body was covered in bandages, including his mouth and arms, revealing only the upper half of his face and hair. By taking some of his bandages off he can use them to attack. Due to the many body modifications made for his Chimera Technique, Hiruko had a stitched scar on the left side of his chest, which is hollowed out in order to make room for assimilating Kakashi into his own body; he also had a heavily emaciated look, the whites of his eyes inverted, and his stitch-patterned mouth looks like those found on rag dolls.
Personality:
After giving up his dreams of starting the 4th Great Shinobi War, Hiruko became inactive as he spent his remaining days in Kumogakure. He still loves to see the full capabilities of KG users he faces in battle, sometimes giving into his old ways, and will even resort to killing his opponents in order to steal their KG. Hiruko is a smart ass who loves to play around with his opponents, especially the ones he plans to capture alive. Outside of battle Hiruko barely talks.

Background Info
History:
A contemporary and former friend of the Sannin, Hiruko wished to become a strong shinobi, yet was born with no natural special abilities. To overcome this disadvantage, he developed the Chimera Technique, a kinjutsu which would allow him to obtain the kekkei genkai of other ninja by fusing their bodies with his own. Some time after the Third Shinobi World War, Hiruko's research and findings on the technique were discovered. He claimed the Third Hokage ordered the Sannin to assassinate him, forcing him to leave the village as a missing-nin.
Inheritors of the Will of Fire
Dozens of years later, ninja possessing kekkei genkai begin disappearing from Kumogakure, Iwagakure, Kirigakure, and Sunagakure, leaving Konohagakure as the suspect and prompting rumours that they are preparing to rebel against the Land of Fire. While on a mission flying over Mount Shami, Sai fell under attack from a mysterious, bird-like monster. Team Kakashi soon arrived to rescue him, but encounter wolf-like monsters, and Naruto was injured in the struggle to escape.
When Konoha Anbu are dispatched to investigate, they encountered Hiruko and his followers, Ichi, Ni, and San. Hiruko reassured his followers that there's nothing to worry about, then quickly dispatched the Anbu squad with his chakra inhaling technique, absorbing their Earth-nature chakra and using it manipulate the mountain itself, crushing them.
With the other nations amassing troops on the borders of the Land of Fire and threatening to invade, Hiruko used a genjutsu to project his image in the skies over Konoha and delivered a message, announcing that he intended to obtain the kekkei genkai of the Land of Fire, becoming immortal, and virtually invincible. With the combined power of kekkei genkai from all Five Great Nations, he planned to start a Fourth Shinobi World War and rule over the world. Knowing that the Chimera Technique cannot fully absorb all of the kekkei genkai, Hiruko revealed (as Kakashi and Tsunade discovered) that he needed to absorb a fifth kekkei genkai: the Sharingan which Kakashi received from his late friend, Obito Uchiha, who he has marked with the Puppet Curse when he met Kakashi during the Third Shinobi World War.
In order to carry out the rest of his goals, Hiruko has been biding time so that he can draw power from the Sun's corona during a solar eclipse, which was then rapidly approaching. This being so, he activated the Puppet Curse and led Kakashi towards Mount Shumisen, where he will conduct the ritual.
Hiruko actually succeeded in assimilating four of the five kekkei genkai from four other shinobi, but while in the process of assimilating Kakashi, the technique used on him by Tsunade activated, and would have destroyed Hiruko if not for Naruto's timely intervention to save and detach Kakashi from him. Hiruko proceeded to fight Naruto and Kakashi, absorbing their techniques and using it against them. Only when Naruto used Wind Release: Rasenshuriken, which Hiruko is unable to replicate, due to its highly complex combination of shape and nature manipulation, Hiruko was defeated.

Earth Specialist
Over time, Hiruko became more versatile and adept in the use of Doton jutsu as he gained experience in the art. This allows him to utilize all earth techniques with only 1 hand seal during battle. Due to his hard work and training, he can also access higher levels of Earth Style ninjutsu that requires a specialty in the field. Earth style is usually the go to element of Hiruko in battle, whether it be in a sticky situation or used in order to gain an advantage over his opponent during combat.
Lightning Expert
Not on the same level as his earth ninjutsu, Hiruko also has an adept skill level when it comes to performing Lightning Style ninjutsu. He can perform hand seals for raiton jutsu at a faster rate than a normal ninja without a specialty in raiton. Hiruko is a force to be reckoned with when using lightning style ninjutsu.

Due to the intense physical body training taijutsu lessons, Hiruko has grown a lean body structure and has become slightly faster than a ninja who holds his same rank. Raising his bodies physical health, and through multiple fast pace hand to hand battles, Hiruko was able to build up a quicker reaction time allowing him to act faster than ninjas of his same rank and lower.

Kaji Bokushingu | Fire Boxing: He is a fire boxing practitioner and due to the intense and extensive amount of training the user has slightly increased agility and reflexes when compared to a normal strong fist master
Kung Fu | Chinese Martial Arts: He is a Kung Fu Practitioner and specializes in this specific fighting style, giving him the 3 additional fighting perk (as stated in the cfs) of the 3 main branches (or styles). The 3 main styles of Kung Fu are; 'Long Fist Style', 'Eagle Claw style' and 'Wing Chun style'.
Coiling Dragon Arts | Maki doragon - ātsu: Coiling Dragon arts was crafted by a Shinobi named Shady during one of his journeys and then later on was taught to Venom. The Coiling Dragon arts revolves around using one to four 3-section Staves in place of the user's limbs, allowing greater range, flexibility with attacks, and less restrictions on how a limb would typically move. The basic concept of the style is using the 3-section staff in a nunchaku fashion, swinging wise. By using chakra (whether it's raw or elemental) the user will create artificial limbs of chakra around the two sections of the staff not being held. The limbs created are either an arm or leg, with chakra in between each section in the form of chains acting as joints for the limbs.

He also carries a variety of weapons in his pouch and others that are strap to his waist. Several kunais, shurikens, flash bombs, smoke bombs and explosive tags are in the pouches. He also has a small gas mask that he can place around his face to breathe inside poisonous gases or regular smoke. Also, he has these goggles strap on to his forehead that can easily be pulled down or with a quick a nod of his head he can make it fall down to cover his eyes from bright lights. Strap in an ‘X’ like fashion across his back are two medium size swords and one long sword strap to the side of his waist. He has 10 rings on his fingers. The material of the rings are different for each, ranging from hard ones such as steel to flexible ones such as Rubber. He mainly has these rings so that he can use his Samu no Ougonjutsu technique perfectly with. He also bares several markings on his bodiy that some people belive it to be tattoos but it is actually fuuinjutsu marks. From his wrist, to his chest, legs and mouth etc are covered with various sealing techniques for battle and other purposes. He has a seal with the Kanji for "Guard" on his upper arm, a Kanji with the seal for "Eternal", another with the Kanji for "Regain" on his right shoulder, and another with the Kanji Impervious on his body. On his chest is a general, sealing-assisted execution of the hard style martial arts exercise known as the ‘Iron Shirt seal. This seal (Hagane Hie no Ikkō) helps his already sturdy body's defense. All of his seals are infused with earth chakra to reinforce them and make them sturdier (via Scripture of the Templars)

The greatest advantage of this technique is that the time between taking out a ninja tool, taking the right stance and actually throwing it is greatly reduced and one can unleash a barrage of weapons with great speed in a small time window. Also when a weapon such as a Fūma Shuriken is summoned, the time needed to throw it can be further shortened by having prepared the weapon in fully extended form beforehand. Sasuke even shown that you can have the weapons connected to wires and linked to their sealing marks and used the technique in sealing marks he placed in his wrist bracers.

The sealing script of the Fuuinjutsu seals will be infused with one of the basic five elemental chakras to reinforce, strengthen and enhance them so to make their destruction or corruption more difficult. The seals will now respect elemental strengths and weaknesses of the chosen element and will possess the strength of the chosen element up to their own rank. They will also be infused with 15 more chakra than normal and this chakra cost will be expended whenever the seals triggered or are activated. This technique doesn't make Fuuinjutsu techniques stronger or enhance them in any way, it simply makes the seals on the user's body/clothes/person harder to tamper with or destroy. If the seal's rank is boosted on activation, the strength of the sealing script will now reflect it's new rank.
Alternatively, this technique can be passively applied to seals created in battle rather than those already placed on the user's biography. By infusing one of the five basic elemental chakras into the seal, the user can enhance and fortify the sealing script in the same way as the seals applied to the user's bio. It will now follow elemental strengths and weaknesses of the chosen element and will possess the power of it up to it's own rank. The seal will also be infused with 15 more chakra than normal, which is the cost of applying this jutsu to this technique. This technique doesn't make Fuuinjutsu techniques stronger or enhance them in any way, it simply makes the created seal(s) harder to tamper with or destroy.
In regards to being tampered with it or cancelled, both variants follow the elemental strengths and weaknesses of the chosen element and will require non-elemental techniques (Ninjutsu, Fuuinjutsu, etc) one rank higher than the seal in question for it to be successfully corrupted (e.g. S-Rank Fuuinjutsu required to tamper with an A-Rank elemental seal).

This immediate stress plus the spike in heart rate, will activate a small seal that is passively applied to the users chest. This seal further assists the flow of chakra, spreading it and adding a dense sort of chakra to flow around users muscles and body, strengthening it. These actions and chakra flow, combined with the user’s general physique and resistance to damage, can lessen the damage taken by the physical elements of an attack by 20 damage points. The seal functions autonomously, requiring no input from the user.
