They ask him to do it and he provides. They can do whatever they want they dont need his direct permision or involvement. They have the legal rights to do whatever with the Naruto games.

Thats why they added characters like Rin and made her go 3tails and Sasuke using Shinra tensei. They adapt the anime which in turn is adapted from the manga.

Data book says he's got it. It says he has all 6 paths meaning he should be able to do almighty push, Universal Pull, Chibaku tensei, summoning of all those Rinnegan caught summons, etc.

It's all at Sasuke's finger tips. I think mainly Kishi left them out because he was trying to finish the manga at chapter 700. If Sasuke had displayed these during his fights with Kaguya/Madara/Naruto, the fights would be considerably longer and the manga probably would have ended around 720 something XD

Still there's a chance we may get to see him use these in the Boruto manga

Exactly this, you can't expect Kishi to make his characters fight with all their abilities, he had Nagato do it once he saw it as enough otherwise we would've seen Madara and Obito use all of the Rinnegan's abilities as well but they didn't.

If he can use Chibaku Tensei, wouldn't make much sense for him to not be able to use Shinra Tensei.
Blame Kishi for bad writing.
