Can Naruto control the godoudama?

Yes he did so to trap zetsu in kaguya severed arm, and make a disk for sasuke to fly, Naruto just isn't as creative with shape manipulation as a uchiha like madara

You mean like Obito. Obito was the gudoudama master. Here is how the chain of rikudou mastery goes:

Obito was the best truth seeking ball user. He expertly manipulated the balls in all kinds of ways and essentially created an almost unbeatable fighting style with them. Madara and Naruto were okay with them, but they didn't use them to their full potential like Obito did. Obito is really the one who brought the hype to truth seeking ball.

Naruto is the best at using bijuu power and being a jinchuuriki. Unlike Madara and Obito, Naruto utilized the bijuus' individual prowess in a variety of ways (whether it be binding/sealing with Shukaku's magnet release, strength enhancement with Kokuo, gathering senjutsu with Kurama, using a variety of elements, and even cloning Kurama, which is arguably better than edo Madara's susanoo clone army) Naruto is also the senjutsu master.

Sasuke is best at the eyes. His rinnegan is most certainly the best in the series with its abilities to traverse dimensions, teleport, cast powerful genjutsu, and use the normal rinnegan techniques on a higher level. Madara was really good at it too, but amenotejikara/dimensional portal/ rinnegan genjutsu >> limbo alone (not to say that Madara can only use limbo with it, but Sasuke has shown more unique techniques with his rinnegan than Madara). Furthermore, he's better with MS than Madara only because Sasuke actually uses more techniques than just susanoo!!!!!!!!! (yes that somewhat irritated me that Kishi only had Madara use susanoo and didn't show his other MS techniques) Note however, that Obito's mangekyou is better than Sasuke's because kamui is easily the best mangekyou jutsu in the series for both practical and battle purposes! Kamui combined with susanoo = domination!

Madara, despite being the most powerful of the 4, was ironically just a jack of all trades when it came to the rikudou powers. He used truth seeking balls more than Naruto, but he paled with them in comparison to Obito! He dipped slightly into the elements that come from having rikudou senjutsu and bijuu power, such as when he used storm release, but he didn't use it as frequently or to the level of Naruto. Madara was good with the rinnegan (better than Nagato, and way better than Obito who might as well have used the eye as a contact lense for decoration). However, there were plenty of times that he could have used it during the war and he just wasted the opportunity most times. Also, I already explained that Sasuke's rinnegan is better than Madara's. Unlike Naruto or Obito, he didn't use bijuudama or chakara arms at all! Long story short, he did not have to get beat up that much by Guy! He could have actually easily ended that fight, but Madara just didn't use his rikudou power to the fullest.

At least Madara was the only one of the 4 to awaken rinne sharingan. Also, he more than makes up for this stuff with his feats of soloing the world and being a legendary hero (in my book, not to the people of the NV)! He is still my favorite character! RIP Madara Uchiha!

Note: I wasn't counting Hagoromo, Hamura, Indra, Asura, Kaguya, Toneri, Momoshiki or Kinshiki in this.
