I think that's a different interpretation, if you read it with the comma it seems like he's saying the state of RSM allows you to command all things nature

Shit true the one I read had one, but without it my point makes more sense it's describing the divine state from the ancestors that controls nature, hagoromo is not the subject the state is and they're describing where and what it does

As Senjutsu by its nature only can be obtain thru training and not inherited. Unless you're Kaguya(special case)

No, if it said "who commands all things nature" that would refer to hagoromo, "that uses"= the state itself at least imp considering that the Japanese are usually formal so calling hagoromo a "that" doesn't make sense to me

Not much difference, just different means to the same end.

There are things Naruto can do that Madara(juubi jin) cant like the yang seal healings and talking with bijuu, using their kgg.

Possibly but you have to remember to kaguya Sakura was a non factor, not even a bash, Sakura herself says it. Even if she has sensory abilities she would of never bothered to use them since she always had her main threats in sight, plus kaguya wasn't very bright.... at all
