It's simple.he doesn't.now,im not delusional enough to think Sasuke can defeat Naruto in 4-tail form.he can however,stop him from entering the form entirely

As you can see,part 2 Sasuke can suppress kyuubi chakra with genjutsu.naruto can't counter this because he has no skill breaking Gen *at the time*

Up until sage mode,narutos strongest moves were shadow clones(Sasuke already countered them several times and was able to identify the real Naruto because he saw him staying back),giant rasengan,and rasenshuriken that can't be thrown

SPEED:Narutos ability to react to sasukes movements at the beginning of part 2 was non existent.

Sasuke is able to casually move and touch Naruto without the latter being able to react


ABILITIES: Sasuke is able to hit not only Naruto,but Sai and yamato,with his chidori stream
