Post-Sharingan Kakashi absolutely stomps The Third based on feats.

It's funny that this discussion has come up, because we're staring the worst Hokage in the face the entire time.

The Third got murked by Orochimaru standing still and two dead guys punching him a few times. He barely managed to throw some "ceiling tile shuriken" and attach some bomb tags. And he lost - his best option was a suicidal bomb run where he didn't even kill Orochimaru.

The Third's gimmick as Hokage was that he knew tons of jutsu across multiple chakra natures. That is literally the exact same MO of Kakashi, only Kakashi has demonstrated better feats in combat and stamina.

So, if we want to be technical here, Kakashi is the 3rd weakest Hokage with Tsunade and Hiruzen beneath him.
