No she can only weird them due to her chakra prowess and skill with activating them, I guess she didn't seal justu that's why, but I think she used something similar in the filler exams, and shikamaru used a sealed water jutsu against Hidans or Tayuya

Boruto was "summoning" entire Pre-made Jutsu's that he did not preform with his own chakra/hand seals and could possibly summon jutsu's that he himself doesn't have the skill to use naturally even the act of "summoning" the jutsu doesn't even require chakra either.

What tenten does is use her chakra to summon weapons, it requires her to be able to mold and use chakra and have knowledge of seals or even create them herself with her own chakra and such.

one is using your own chakra and skill to utilize weapons in your own taijutsu, the other is pressing a button to release a jutsu using someone elses skill and someone elses chakra
