Naruto's point is that Momoshiki's source of power is unreliable. Naruto read the scrolls that Kaguya described him and his agenda in, he travels across the universe looking for "seed" planets where chakra fruits are born so he can harvest them into "red earth" that grants him god like power and eternal life so long as he obtains more before his "high" runs out.
Momoshiki depends on getting his "fix" in order to maintain his power and longevity, therefore according to Naruto his power is fake because it isn't his. While Kurama's chakra is from Kurama and not Naruto's own flesh and blood, he has made it his own and he can rely on it, unlike Momo who is desperate for the next fix of "red earth".
Boruto's arm cannon thing is a new technology that relies on workings beyond the knowledge of the user. Puppet users know their puppets inside out and use their well practiced ninjutsu to bring them to life. Their puppets are merely an extension of their technique and body just like a dojutsu or a jinchuriki transformation. The jutsu blaster is technology that requires no training or effort to use, technology can malfunction or not work as intended, complications can arise where the user has no training or preparation for, this is not reliable power. True power is something that you control, using complicated technology you can't understand and cannot master is not something you can control as Naruto or Sasuke controls their powers. Momoshiki doesn't control his power because it controls him, he relies on hunting down more drugs in order to keep himself going, fearing that his next fix may evade him and he will be left weakened.
Naruto and Sasuke trained hard and suffered through countless trials to come to where they are, Hagaromo didn't share his power with a bunch of nobodies who never trained, and that power is there's for the taking. Momo doesn't have the relationship with his drugs that Naruto has with his Bijuu's, and the drugs are scarce and rare and require the draining of life on planets, his power is fleeting and thus fake.
Naruto's lesson is that in order to have true power, it must be something that you can rely on and have control over, not something beyond your understanding or influence, or something that requires you to live like a coward afraid he won't get his next "fix".
Also, from the wiki, "Although most ninja tools are permitted, the Seventh Hokage forbids the usage of the Kote, a recent invention that enables anyone to use any ninjutsu without training or chakra. As the Hokage explains, the Kote defeats the exams' purpose of nurturing the shinobi arts."
