Totsuka is dodgable, Yata can be overwhelmed by more than one attack at once since it adapts specifically to counter a single attack.

Well therein says the answer. The totsuka blade is in fact a blade. It manifests itself from a fluid into a solid shape and is wielded as such. It's rule is simple, if it strikes the opponent or makes physical contact it has the ability (if desired) to seal the target. In EVERY instance Itachi has used the totsuka blade for this purpose he does so after stabbing his target (Nagato, Orochimaru). If you're fast enough and Susano can't hit you, Itachi can't seal you (which is why he waited for the cover of smoke to thrust the blade at Nagato). In addition if itachis strike is countered by a physical object that doesn't contain the targeted soul, totsuka can't seal you (another susano sword, black spheres, hashis golem.. Ect). There also the unique ability Rennigan has to absorb any and all ninjutsu, susano included. That's how you can beat Totsuka Blade.
