Difference between DBZ and Naruto games!

In DBZ Filler movie characters are put in the game and always like in every game .

However in Naruto ONLY CANON CHARACTERS ARE IN THE GAME .

In naruto movies there are characters with amazing Moves and jutsus like :

If these characters were in naruto game that would be sick! Each one if them would have a sick moveset and ultimate jutsus , i mean in dragon ball z you have so many filler characters in the game , Bojack , Broly , Baby , Tapion , Janemba , cooler garlic junior ETC

So yeah whats the deal with the creators of the game just add movie characters sheesh!
