I think why people believe Raikage's is higher is the fact that he utilizes Shunshin that requires Bijuu Levels of Chakra, but that implies that he's capable of inputting massive amounts of chakra and if his battles are indicative of anything, it means he can't utilize that amount of chakra extensively. As for the topic at hand, I think 35-40 is a safe bet if Hashirama is a 50.

I think people downplay T-Raw's chakra levels, because he's so chakra conservative. I mean his Edo Tensei's unlimited chakra supply is a key example. Tobirama prefers finesse.

They still limited to their own reserve capacity but after using majority of their chakra, it will replenish in no time when they stop consuming their chakra.

while maintaining Red Sun Barrier, he(Tobirama) managed to created 2 clones while enhance Hashirama(SM Hashirama) managed to created about 6 clones.

I guess in base while maintaining the barrier, Hashi could create about 3/4 clones which mean it could be Tobirama's charka reserve is around 50 to 60% of Hashi's reserve.

More like Tsunade with released seal not base. Most her displayed chakra feats are a result of that stored chakra in that seal.
