Being a Jonin isn't necessarily based ho can beat who or how they rank in power but rather skill sets, accomplishments and experience. Kurenai for instance mastered genjutsu, she's capable of discerning the truth in an instant and luring enemies to a place far beyond genjutsu. just an example,.

She is still a Chuunin. The only ones from the K11 (besides Neji) who attained Jounin rank were Rock Lee, Sakura and Shikamaru.
