Nope , he isn't new to his rinnegan ; So he can absorb chakra and cast jutsu at the same time .
That's an important ability (For example at Vote 2 ; it could make difference in the result of fight)
Also , opening a portal can make difference , too .... How ? Sasuke can escape all battles he's losing (or low on chakra) .

Considering he needs a ton of chakra to make the portal at every battle he would need to save chakra to make sure he can open the portal, also Naruto is fast enough to not let him leave probably low diff to stop him from leaving, any character can reverse summon to leave as well so Naruto could do the same
