Could Rinnegan users drop a planet on earth

A planet is a complex term because planets range in size. The answer is yes, though.

Deva Path's power is limited to the supply of Chakra processed to it, and because it can control the realm of gravity, it can sense pull a meteorite potentially destructible enough to destroy earth. Tengai Shensei generated enough kinetic energy to be felt away from countries by Shinobi Alliance's HQ. Chibaku Tensei is what became the moon, and CT can be remotely controlled to whatever vector the Rinnegan user desires to direct it to, so in that sense, the Rinnegan user can direct that CT right toward earth; we all know what happens when earth and moon collide with each other.

However, it's not necessary that Chibaku Tenseu has to be equal to the moon's size to destroy earth. It can be as big as possible but still produce enough force (kinetic energy) that can potentially destroy the world. There is a reason why the Rinnegan is hyped to be bringer of destruction upon mankind.​
