Back in Part 1, Neji was actually in my Top 2.

I miss his character. Kishi totally screwed up with his character development when it became all about Saduke and Naruto. And then to make matters worse, he killed of Neji, making all who had kept Neji and the Hyuugas in high regard turn to Hinata overnight. Neji made Hinata.

However Hinata still negs Sakura.

In all seriousness, I'll tell you why he's not:

If we are talking about everyone in Part 1, that goes to Itachi (Orochimaru - who can summon Edo Hokage - concedes inferiority to Itachi).
If we're talking about everyone under the age of 16, Naruto (1 tailed) and Sasuke (CM2). If we count Shukaku form, Gaara beats him too. Neji just doesn't have any counters to Naruto's blitz. I doubt Kaiten can block Black Chidori. Nothing he can do can harm Shukaku. 5 gated Lee draws with him. Base form, however, he is the strongest out of all genin.
