You have to consider that Itachi is faster than Kisame and Ay, so Naruto blitzing Kisame or Ay doesnt mean he could Blitz Itachi.

Not to mention Susanoo.

Naruto was at least a tier above Edo Itachi in movement and reaction speed. At that time his chakra was split between the 14 or so clones he sent out everywhere, evidenced by how his mode dispersed after the fight, so he wasn't moving as fast as he could have at max.

Naruto is faster. But Itachi is way smarter. In actual combat, Itachi would win due to his knowledge, skill and smartness. BM and above, I think Naruto should take this.

Itachi and Sasuke had a fight where Itachi couldn't blitz Sasuke with normal sharingan. But Raikage blitzed Sasuke Mangekyo sharingan.

So, Ay >> Itachi.

Now, Naruto wasnt using his speed feats. This is the same as when Sasuke and Naruto used their combined jutsu to attack Juubito, Naruto was running at Sasuke's speed.

Or when Naruto couldn't pass the Raikage at first, you can see in that battle that Naruto was raising his speed each time until he used his full speed.

The same with Itachi, Naruto wasn't using his full speed. Raikage also said he is the fastest, so dont deny manga facts.
