Himawari was a child without even becoming an academy who not only perfected but also surpassed a caliber of jyuuken feat who totally Oneshot Naruto and was incapacitated the whole day without even attending the Hokage ceremony.

Maybe you're right about Boruto but you cannot deny that he lack the will to have any interest to become shinobi, boruto is on shikamru shoes, he's quite lazy doing anything yet he already can use three different chakra nature affinity. When Boruto does try, it paid off, he was able to use vanashing rasengan for few days unconsciously and Sasuke already accepted Boruto as his student before Boruto even realize his worthiness.
By these action, Boruto is a prodigy and he has quite alot of potential since now he's committed.

Neji was already the strongest genin because he was always been established in the hyuga household to be given a training.

It's not just an ordinary rasengan, but he also applied a wind element and create a vanashing rasengan. This might be the result of the Hyuga KKG known to controlling their tenketsu.
