He always using clones and his clone able to match with the one who was said to be the strongest of NV. People are easily forgot that if making 2 clones, power will also divided in half, even then he made more than 1000 clones and still able to match with Kaguya. By logic Naruto fragment of power equal with Kaguya as whole.
