Naruto had intel on Pain, Ma+Pa, sage mode clones prepped prior to fighting Pain that he could summon and he still needed the the nine tailed doggy to break him out of chibaku tensei! Even then he didn't defeat the 7th Pain (Nagato) who was forced to commit suicide by Kishi so he didn't neg Naruto like he did in the war arc!

But I agree that him and Obito would compete for the title of worst rinnegan user. He's still impressive, though.
