Tsukuyomi and Kotoamatsukami are too over powered

Tsukuyomi as seen by Itachi was able to alter the perception of time in order to torture his victims. The genjutsu can only be broken by someone sharing the same blood as Itachi, which of course we saw with Sasuke. And the only person known to be able to heal the effects of Tsukuyomi is Tsunade.

Kotoamatsukami allows the user to control their opponents completely without them even noticing. Of course its only disadvantage is if the user performing the genjutsu is not Shisui therefore it takes a while to use it again. As well as someone noticing the genjutsu has been cast and announcing it for the victim to realize it.

These genjutsus are in their own special class of course, which is why I believe that even any Rinnegan user can become a victim to either jutsu. But Sasuke is the exception to Tsukuyomi, and Kaguya is debatable but I doubt it'd be able to considering she's able to manifest her will as a second being.

Nope, if that was possible for rinnegan users to be placed under tsukoyami itachi wod have done to to Nagato during any one of his meetings with nagato as the head of the akatsuki...it wouldn't even work on obito who only had ms so it's clear it won't work on rinnegan, and sasuke himself proved this the ultimate genjutsu Infinite Tsukoyami had no effects on his rinnegan which is why he was able to protect naruto sakura and Kakashi with his Susano...

Also, someone outside of the effective target knowing the target is under KA isn't a weakness, anybody outside of the target can see the target is under a genjutsu of any level hell even the target knows they are under genjutsu in most cases especially if they are high enough level shinobi...Also doesn't matter if you are Shi Sui or not KA has a long time interval before it can be used again, with Shi Sui it was 10 years( but the inconsistencies in the manga that help that make sense ) and Danzo having Hashirama DNA helped him lower the 10 year delay

I do believe it's OP, but saying it'll affect kaguya or any juubi jin is far fetched, but I do believe shisui can spam KA cuz it's his MS ability not anyone's, if he only used it once he won't be feared by it
