If he wasn't in a dying state Rikudo/Dual Kamui Obito could be more dangerous. The Rinnegan is useful but it's worth less to HIM than having both of HIS eyes. You've even seen what they can do with Rikudo Chakra. Obito with the Rinnegan was only shown that he could use six paths of Pain, summon the Ghedo Mazo & use rinne tensei. If he could use all of the standard Rinnegan techniques I'd say Rinnegan could rise above dual Kamui (since he'd still have dimensional access intangibility & self/tangent warp)

Juubito could beat Toneri I think! but that state of Obito would lose with high diff.. Senjutsu is needed to fight some1 with TSB & he don't have them or senjutsu in that form...
