Hinata isn't queen of Konoha, nor is Naruto king of Konoha, for that matter.
Being Hokage was always about protecting those you love, and your home, even at the sacrifice of your own life, or happiness, as it was in Itachi's case (if you will consider him some kind of Hokage the way Sasuke described him).

Hinata was someone who supported Naruto, someone who was inspired by him, and someone who found strength in herself that way.

She and Sakura are different people, and it's just plain childish to compare them, not to mention neither of them ever held ill will towards each other.

So rather, instead of could Sakura hit her or not, better question would be why would either of them hit another at all?

Sakura had one job, one and that was to go in there and be the classic Shonen female lead character alongside Naruto and Sasuke. Upon arriving in the manga she quickly proceeds to **** up her entire career by just being Sakura, especially at the end, well not really because her getting with Sasuke was a huge upgrade for her but still smh what is there to undermine?

Sakura didn't have any job; even if you saw something similar in other stories, this one was written by Kishimoto, and he was never obliged to readers' expectations, and as far as he was concerned, this manga only ever had two main characters, and those were Naruto and Sasuke.

Sakura was part of their team, but for all intents and purposes that was just somewhat more than it was for Sai.
For a supporting character, she was fine, from how she was when she appeared, I'd say she had gone a long way, but people will of course always ask for more.

As for her ending up with Sasuke, I don't see what's wrong with that, both of them matured, probably changed in some way because you can't really compare your teenage with your adult self, and Sasuke himself never seemed to me he would go sleep with someone just because.
