I would go with Madara Uchiha

Only because Tenten is known for her weapons, but up against Sasuke or Itachi using just weapons Tenten would lose and Madara is better than Sasuke or Itachi with weapons

For once I can actually say ten ten takes this and mean it.

Madara (whom Obito even got his weapons to train), Tenten, and Killer B are likely to be the most versatile. Sasuke should logically follow Madara, being an Indra reincarnation, but his actual feats are lacking.
