Remember tsunade when she was first introduced back in part 1? In the battle against orochimaru she sacrificed herself for naruto many times acting as shield for him .

However now she sees him near death she just says oh i don't have chakra sakura u should go . In the anime her voice wasn't terrified or worried she just said in a normal voice oh i don't have enought chakra sakura u go .

If she was in character she should have tried healing naruto even if she's out of chakra like wtf has kishi done to tsunade?!!? She's not like that Naruto is like her brother and lover they shared the same dream

It was plot. And realistic , Sakura is just as good as tsuande and had slightly more chakra than tsunade , Karin didn't give tsuande much chakra, only enough to look young , and help Sakura heal via Katsuyu , not to mention her base reserves where probably Lower than Sakuras own.

Tsunade knows that Sakura is equally motivated to saving Naruto and equally talented

Tsunade has been through many deaths and struggles. She doesn't break down and cry very often(only seen for jiraya) Plus she did not know exactly what happened to him at that point. She didn't break character imo. There was no immidiate danger there like in part 1 in terms of enemy attack and she simply didn't have any chakra left.
