Even when the cowards of the crew protest, they NEVER give Luffy an order. They'll say they're scared, and that it's a bad idea, but they NEVER demand that Luffy do what they want to do. Even when Nami and Franky passionately told Luffy they wanted to help the kids and the Tontottas, that's exactly how they say it. They say that's what they want to do, and ask Luffy if it's okay. Zoro on the other hand straight up tried to command Luffy. He's a hypocrite no matter how willfully blind you are to it.

Usopp fighting Luffy just places his disrespect on a higher level, but doesn't mean Zoro didn't disrespect Luffy's authority.
