Naruto Uzumaki is hands down the fastest character in this manga. He is the only shinobi whom footspeed was mistaken for S/T jutsu.

Upon awakening Kurama Chakra Mode, Naruto's shunshin was mistaken for his fathers FTG technique when he blitz kisame.

Naruto also blitz raikage whom attempted his fastest punch, even tsunade was shocked and amazed.

Upon awakening Bijuu Mode, Naruto's shunshin increased yet again to the point he deflected bijuu bombs. Kakashi actually mistook him for Minato.

Now before people start claiming Naruto is only fast in Kurama Mode or RSM, note Hokage Naruto blitz his son on the stone monuments.

Konoha is a very large village yet Hokage Naruto went from his office to the monuments with shunshin.

Without plot restrictions, ain't nobody touching Naruto let alone compare to his raw speed.

8 gates guy is the fastest however thats a suicide technique, he can't casually blitz.

Sasuke always been faster since he obtained lee's speed. The fact Naruto's base speed = adult sasuke's is awesome. Now shunshin is another story.

His speed wasn't mistaken for Hiraishin, since the phrase characters use is ''Shunshin'' which translates to Body Flicker, while Hiraishin translates to FTG. Any user who uses the 8th Gate is automatically the fastest, because their speed reaches relativistic speed; do you know how fast is relativistic speed? The speed of light. This puts Gai on par with Marvel characters in speed. Gai is tiers ahead of the second fastest characters, who are Rikudou Senjutsu users.
