I think that makes sense imo. Boruto is a Prodigy/Genius, but he's not really studious (like Sarada). Honestly I think the stats are ranked pretty far.

Sarada being stronger than Bolt and Mitsuki.
Mitsuki being the most intelligent?
Sarada being the most perspective.
Dexterity going to Bolt.
Chakra I'm leaving blank cause Mitsuki's is a question mark.

When Bolt never wanted to put hard work in and excel, it makes sense for his stats to be low, or the lowest. You can't really expect his stats to be average/high in most of these categories when the dude never trained often. Sarada even said him learning the Rasengan was a miracle in itself, because it required him to stay up and work hard.

Being naturally intelligent but lazy shouldn't rank him high in the same category as Sarada who is also gifted but studies (reads books) or Mitsuki who probably is the most knowledgeable via Orochimaru.
