Her byakugou seal is just full now, it isn't released yet, she can now use all her mind to control the chakra in her fist and feet.

We might be able to compare their speed, but not using these panels since there is no way to determine who moved faster there as they are two different types of feats. Sakura is crossing distance while Sasuke's feat is a near blitz. Near blitzes hold more weight than simple distance crossing anyway.

It's hard to compare their speed because they were both put into different situations. While Sasuke could nigh blitz Deidara, base yin seal Sakura can comfortably blitz her early Shippuden self from the same distance between Sasuke and Deidara. Add Byakogou boost to the mix and I see her surpassing Sasuke's feat.

Overall Byakogou Sakura>base Sasuke>base yin seal Sakura in shunshin speed.

In terms of reactions, however, Sasuke's greater than even Byakogou Sakura due to sharingan precog.
