Nowhere the manga says that ninshuu is the connection of one's spiritual energy with another's.

From the early days of part one, when 2 ninja clash their jutsu they temporarly connect their spirit, stronger the jutsu are, stronger is the connection.Vote 1 is a good exemple.
When Naruto connected his chakra via physical contact to SA, he also connected his spirit in the process.
When the beasts connected their chakra to Naruto, their spirits connected in the process.

It's fair to say that Ninshuu is powered by chakra, as chakra connects spirits.

The scan where he says he entrusted Ashura with power he was referring to political power. As the leader of Ninshuu Ashura has influence over all of Hagoromo's followers like a King does over a country which is what Indra wanted.

That's your interpretation of the first sentence of the scan you posted.
My interpretation takes the 2 sentences in count and also mangafacts from the beginning of the manga, yours is focusing on one ambiguous sentence of the manga that can be interpreted in different ways.You are very closed minded if you deny that.
