Lmao I never said it wasn't but obviously it can be used for both I don't see why it can't. Madara was arrogant relying on stone tablet corrupted by BZ and so were a lot of uchihas but I have no problem admitting that lmaoo. But you seem butthurt what's written at manga fact ashura needed help. His training can be easily chalked up to learning to control ninshuu on that level.

The power Hagoromo entrusted was political power not literal power, being leader of Ninshuu grants influence over all the Sage's followers.

It says in the manga Ashura's power bloomed after hard training and rivalled Indra's. The Sage never gave any special power-up, RSM is Ashura's own power gained through hard work.
