Poison takes a long time to affect anyone since this is a one v one that scan useless seeing how Kabuto not only survived but was moving a few paneks later. This is a clear misuse of a panel. Shizune can obviously be read unless you expect people to believe her reflexes are abive what any bijuu mode of Naruto can sense.

Furthermore Temari incarnations after chunnin exams gave been wearing armor and senbons are useless when faced with wind.Shizune is facing someone who can literally whip up tornados casually and you think sje can win against anything past chunnin exams Temari??????

Shizune is too fast for her, Shizune poison exectution is instrant and covers a large field. It's faster than Temari can swing her fan, And even if Temari jumps to avoid it, Shizune gets her with senbon.
In H2H combat Im sure Shizune wins, via using medical ninjutsu

Also Shizune Poison is noted to be Fatal, her's seems to work faster than Sasori's, One
