Why do people think Naruto is some dumb brute that just throws rasengans around and has no brain? He's intelligent after all he is the 8th Hokage. Naruto has thought of plans and strategies in the middle of battle numerous times. He's not dumb. Naruto's intelligent compared to Sasuke's isn't as much. But he's not "dumb". He was dumb in part 1.
