They don't have the chakra reserves to do so, but they have a KKG that can bust villages and subdue bijuus at will, the life force to survive fatal wounds and a body to host the strongest bijuu.

Well it should be clear no one is born with the chakra reserves of a JuubiJin except for Ashura and Kaguya's children, I specifically mentioned Uzumaki chakra being a weaker version of the Juubi's
In the real world, Tsukuyomi happenes in a split second while in the targets mind it can extent for however long Itachi would like. By the time Kurama tries to snap him out of it, it would have already been over.
