Don't know about others he is rival of roger(pk) so i assume in his prime he can beat any admiral or yonko(if existed) with in high diff.
Now he can beat any character with some favorable conditions with extreme diff.
He is the strongest non df character for me(don't know if roger had a df or not)

Riker is like that old man not wanting to accept changing times even though this is common sense since yonkos were shown. Yonko on avg> admirals. The majority agree and all the hype goes in favor of yonko. Only the blind cannot see it. Garp has the most hype and was probably better than akainu in the war. And him in prime is hyped way beyond akainu.

What? What hype? Akainu has the FEATS of standing against mountains, going toe to toe with Whitebeard and looking better twice, fighting all of WB's commanders at once bar two plus dozens of pirates and leaving unscathed, and killing the son of the Pirate King. The only thing Garp did at MF was punch Marco.
