Well I say if its back from the chunnin exam then Neji stands a chance at stopping it, but only bc Sasuke just learned it and obv needs time to make it better.

I think it depends on the users speed as well. If you're moving fast enough, you could probably blow right through Kaiten, especially if your using a piercing jutsu.

If it's part 1 chidori, it gets repelled (maybe). Otherwise, Chidori can pierce through chakra. It pierced Raikage's Raiton Armor.

Neji wouldnt even need to use kaiten. Neji touches one of sasukes tenketsu and no justsu for sauce. Of course im speaking of the chuunin exam war arc neji vs ems sasuke would be a blood bath
