In the Manga, Anime and DataBook, it states that the Totsuka Blade has no physical form.

The formula for Velocity is Distance traveled over time. Distance traveled on earth is dependant on Gravity, Friction, and Force Applied.

But since Totsuka has no Mass, it is not subject to Gravity or Friction. Thus it's maximum speed is unlimited, and it can travel an unlimited distance unless an opposing force stops it or overpowers it's momentum.

And since Totsuka can cut through anything according to the databook.
