Sasuke used his imagination and then yin portion of the Bijuu's chakra to create a form and then to make it move around as if it was alive, he used the Yang portion of their chakra all within his mind.

The Bijuu are just Chakra entities. Spliting the Juubi's chakra into 9 different entities is the same as combining the 9 different entities into one new being. Sasuke created something that never existed before.

The Rinnegan is balanced in terms of creation/destruction. However, Sasuke's Yin powers far exceed his Yang, despite awakening the Rinnegan. He was able to combine Bijuu chakra into a single form, but that isn't really the same as "creation", and he certainly didn't give life to that form. He basically performed the Yin half of creation, i.e. giving form to something.

True creation would have been combining that chakra into a new, living Bijuu.
