If your talking about the chakra absorption path power it's a rinnegan tech, I wouldn't really consider it an understanding of all chakra kind thing

And also understand how chakra work to attain specific ability like flying, body re-size etc etc

Hmm while I agree completely with you, technically do you have to be looking directly at them(serious question) touching is and absolute here we know that for a fact but you could be looking somewhere else and still absorb, I think nagato did this agains kcm naruto and b(not positive though)

The OP stated that the Universal understanding of chakra is to be able to steal chakra without contact. So would that mean only Rinnegan Users with Preta and Kaguya have a Universal understanding of chakra?
