Those who say so need to reread the manga.
For obvious reasons, the only reason he is even pardoned of his crimes is because of his connection to Kakashi, Naruto and Sakura. Because they are the hero's of the war.
If something happened to Naruto, it's obvious that Sakura would be the next pick.
Even though Sasuke is allowed in the leave, so is Orochiamaru, him and Orochimaru are probably on the same page, in the leafs book...well according the the elders.

Did the leaf seek Orochimaru after hiruzen's death? No
Did they seek him after Tsunade step down? Nope, because of his past.

And Sasuke is too much of a tyrant anyway, no shade to him but it's just fact.

Did Sakura heal every one in the SA, no political achievement,
Sakura is noted as one of the saviors of the war
Sasuke is a criminal who got of on his charges, people still having warmed to him

Sasuke being Hokage is bad politics it isn't about power.
I am being very reasonable, Im not even wanking Sakura.

Sakura was right along with them in that meeting, The Kage are fine with Sasuke being away as a spy in another Dimension, as opposed to being their enemy. He is seen as their foot solider, even though he isn't.

Thats like Madara being the next Hokage after Hashirama, Sakura is Tobirama.
