Which jutsu is stronger, one tbbfrs that naruto threw at madara's meteors or the tbb that his avatar used to clash against sasuke's ps chidori?

Well considering how much power Naruto had to pack into that attack against Indras Arrow I go with that. Although under normal circumstances I'd go with the Truth Seeker orb combo used agianst the meteors.

That being said, if Naruto had some TSB left he could have created a much more powerful technique using them.

Naruto had more bijuu power then. In Vote2 his bijuu power was waining while Sasuke had Full Power Bijuus.

Nah, i think it's more about kishi being inconsistent with the scale... unless Naruto's tsb expanded for whatever reason

The TBB of Naruto's avatar has more power than the 6 TBB he used in human form. Sasuke's PS tanks those little things neg diff otherwise Naruto wouldn't have to use BM in the first place.
