Sasuke possesses superior visual perception, letting him see movement with greater clarity, but his synapses aren't firing anywhere near as fast as Minato's.


If they were to fight in the manga, Kishi wouldn't actually portray any difference between them as far as combat speed is concerned. I doubt he would show one of them blitzing the other either.

All Sasuke did was catch up to Madara's non-moving body from an unquantifiable distance in a relatively short amount of time that was praise worthy. That doesn't say anything about how fast he is compared to other shinobi.

Sasuke bisecting Madara means nothing when he wasn't concerned with outspeeding anyone, especially not when Madara was able to dodge him casually while blind.
He was only concerned about teleporting to the Kamui dimension.
