Think him as bein a fusion of suigetsu plus all 7 swordsmen of the mist , he has access to kisames samehaba for etc.

Samehaba can likely suck the chakra out of her papers which should weaken her over time and he can wire them together with Nuibari , the dude was low key/OP.
