What happened with naruto's rasenshuriken?

Hey, what happened with naruto's rasenshuriken? The jutsu is supposed to kill the enemy from celular level but now is just a regular chakra shuriken, as we saw in war arc and in naruto: the last. Why it evolved like that? I know that now is sharper than any other kunai or shuriken but it's not that dangerous anymore. If You dodge it, You are alive , there is no boom. Why is like that now, and not that epic jutsu?

He has much control over it now. It always explodes unless he just wants it to cut enemies likd against the puppets in the last.

It was nerfed just like Amaterasu and Juken, but if you're gonna use hater logic the simple explanation is that it's a weak jutsu that isn't very effective.

Enemies with stronger chakra came into play. I'm sure it would destroy any jonin level ninja. But Naruto is currently fighting against gods.

Kishi nerfed it just like all other jutsus in existence. For example Naruto's Kurama Mode was nerfed so badly he can no longer create tornados with a swipe of his paw.

Nerfed, like every other higher powered jutsu that seemed decently thought up until after the kage summit when micheal bay took over for kishi
