Let's make a quick analysis of his abilities:
-Puppet Technique, though he uses it in a very different way than Chiyo or Sasori. He's able to control a large number of puppets even when he's blind
-Byakugan, after implanted Hanabi's eyes, he gains a nearly 360° vision and the ability to "zoom" and see through vast distances. He can presumably see the chakra system of the others.
-Tenseigan, the eye of Hamura, it allows him to manipulate attractive and repulsive forces in a way similar to Nagato's Rinnegan, He also uses it to lift and launch rocks and to create massive chakra blasts. It's strong enough to move the moon
-Tenseigan chakra mode, enhances his physical strength, durability and speed, as well as his reflexes. In this state, he can keep up with BSM Naruto, one of the fastest characters of the entire manga.
-Truth seeking balls, he has nine, and can use them in various manners, both offensive and defensive. For example, he uses to divide them in smaller orbs to create a fast chakra attack.
-Tenseigan golem, a gigantic stone golem that mid diff'd Kurama. Extremely powerful and durable, it can regenerate itself.
-Advanced chakra absorption, unlike Preta path, he doesn't need to touch the opponent or his attack to absorb his chakra. He can absorb any type of chakra besides the one of Hamura.
-Silver wheel rebirth explosion, allows him to create a chakra vortex utilizing one of his truth seeking balls. It's as powerful as Naruto's planetary Rasengan, and the clash between the two jutsus to stave in the moon's external crust.
-Golden wheel rebirth explosion, still focusing on a truth seeking ball, he can create a huge chakra sword which casually cut the moon in half.
Many people say that his lack of experience in battle and Tenseigan use made him appear weaker than how he really was, and if he was a more experienced fighter he would have given Naruto a harder time. But this is just an opinion, what's important is that Toneri is far from being a fodder.
