cause he's Prime Hiruzen of course For real, I think we need to more about neutralizer before we say he counters Jinton with it. But Kishi proabably forgot about that jutsu or he decided to not give hiruzen cool feats so he can hype up Hashirama/give Hashirama more attention since he wanted to create all that Hashirama/Madara=Naruto/Sasuke and Uchiha Senju bloodlines.
