He still had the mangekyou sharingan, no one in the manga has ever put the Kurama or any bijuu under their control without having MS or a stronger dojutsu. So yeah you need MS to control a bijuu read the manga.

Boii you too stupid. Bijuu Mode is the result of Naruto syncing hearts with Kurama.

Sasuke cannot achieve bijuu mode which means he wont be a better jin dumbass. He's better off not having the kyuubi inside him and just a summoning like Madara.

Naruto even goes a step further by powering the Kyuubi up with Sage Mode.
