a lot of people saying the tomoe represents the ability to use sharingan abilities, thats not true, since madara used susano with 1 rinnegan (his only sharingan ability besides genjutsu shown).

what sasuke has is a rinne sharingan, even in storm 4 when you select sasuke it says "rinne sharingan sasuke" not "rinnegan sasuke" the tomoe represent him being able to swap places and travel dimensions much like kaguyas and madaras rinne sharingan. or i could be wrong honestly dont know what the tomoe means at this point maybe its just for cool looks lol.

It does have powers similar to a rinnesharingan such as the ability to allow Sasuke to traverse dimensions or the ability to cast powerful genjutsus. However, it is less potent than a rinnesharingan (but still one of the most powerful eyes in the series). A rinne sharingan is solely the singular red 9 tomoe eye that Madara and Kaguya awakened on their foreheads.

I don't have ninja storm 4, but I imagine that it probably calls the version of Sasuke "rinne sharingan Sasuke" because he has a rinnegan and a sharingan, not rinne sharingan.
