I think Shino wins. Kakashi stated Shino's bug swarms are unavoidable and were fast enough to swarm Obito so Neji isn't going to be able to avoid them. He can use rotation and full body blow to keep bugs off him but they'll still surround him. Shino can just assault him over and over again until Neji runs out of chakra.

Yes the bugs would follow up , as in trail behind him letting them know which direction he went but they wouldn't instantly catch him.

Hinata had yet to master 64 palms along with the fact that she could only strike a single spear at best before the others got through and she could not risk naruto dying , unlike when she tried TLF with 64 palms where she was calm and not in a state of panic.

Hinata is literally the best and the worse example of this.
