I agree Katsuyu is useful. But as a Shield Yata has perks over Katsuyu.

Itachi didn't want to use Totsuka Blade or Yata Mirror because his goal was not to go serious or kill Kabuto, only to Capture him alive and release Edo Tensei. And he was immortal as an edo so he did't need Yata to capture Kabuto.
